Who can delete comments?

It was my understanding that only the blog owner or the writer of the comment could delete a comment from a post. Has this changed?
I had a recent post on my Debate Fan blog about the death penalty. Several people reported that a comment by another blogger, Alt_Ed, had been deleted. I never even saw that comment; in any case I do not delete comments, ever.
A quick PM to Alt_Ed verified that he hadn't deleted it. I didn't delete it.
Can someone tell me what happened please?

Admin will delete comments if they are spam, contain excessive swearing, or are offensive in some other way.
Spam is by far the most common type of comments which are deleted. We would delete about 2 or 3 comments a month for too much swearing/being offensive etc.
