Suggested Changes on the technical side of Orble

Just a few observations that I have put under the banner of technical but are also social issues.
Could we do something about current Orble users intentionally logging in as Anonymous from the same computer?
There have been a few incidents of recent where users decide to hide their identity by logging in as Anon or a fake pseudonym in an attempt to cyber bully others.
The solution could be based upon the IP address of each user.
Filter out multiple users from the same IP address.
Or perhaps create a cookie handle the conflict.
This may be complicated by multiple users from a campus situation where they have NAT. However I was just wondering whether it is possible . I do not know the technical ins and out of your network so I won't play god as guess.
I also had an incident of a Robot repeatedly sending explicit material to one of my posts. The font size increasing with each posting.
Is it possible for the users to have a reporting procedure for such bots so that their IP address can be blocked on a firewall.
I think this might reduce a bit unnecessary clutter for the users.
Enough said for the moment.
Just take the suggestions on board and let me know if they are viable.

As for the robots: We all have these problems now and then. Porno should never be permitted to cross a firewall on a fine writers' forum such as this.

If anon comments are worrying you, you can limit comments to registered users only on your blog. This has the downside of not allowing "genuine" anon comments but is the only way to really fix the problem.

I thank you your however my request was not based upon person interest but rather a general request.
I have already blocked anons sometime ago on my own site. I would prefer to allow anon comments through because most are good people, However that is the way the cookie crumbles after you get targeted by a robot. Readers do have an expectation of my accountability for blocking such activities.
My suggestion was to see if the problem could be tackled on a technical level rather than put the onus on the end user after an incident occurs. You have answered that question for me. So thank you.
However my second suggestion needs some clarification:

What reporting procedures exist for serious incidents that cannot be stopped by an end user?
