What happened to the Spotlight Post option? I was just creating a post that I thought was particularly snazzy and worth spotlighting when I noticed there was only the 'yes/no notify me of posts' option where the spotlight post thing normally was.

Erm, it should be there unless a) you are posting on a Blog you do not own b) it has been specifically disabled for the Blog in question by admin personnel. It should appear in the grey box at the bottom of the Post Create form. What is the Blog you were trying to Post on?
